Selain itu, tidak semua pendanaan tersedia dalam bentuk hibah. Sementara itu, mayoritas negara hutan tropis (<i>Tropical Forest Countries<\/i>\/TFCs)(1) tidak memiliki ruang fiskal yang memadai untuk mendanai kebijakan dan program yang diperlukan guna menjaga kawasan hutannya. Pada COP28 tahun 2023 di Dubai, Pemerintah Brasil menyampaikan usulan terkait inisiatif pendanaan untuk mempercepat upaya-upaya konservasi hutan yang disebut dengan <i>Tropical Forest Forever Facility<\/i> (TFFF). Inisiatif ini diharapkan dapat meningkatkan pembiayaan, baik yang bersumber dari dana publik maupun swasta untuk memberikan insentif bagi upaya-upaya konservasi hutan tropis yang dilakukan oleh TFCs. Upaya-upaya tersebut dimaksudkan untuk mempertahankan atau meningkatkan luas tutupan hutan di dalam yurisdiksi masingmasing. Inisiatif ini diluncurkan Pemerintah Brasil secara formal saat COP30 pada November 2025 lalu, di Bel\u00e9m, Brasil. Briefing Paper ini bertujuan untuk memberikan pengenalan singkat terhadap TFFF, berdasarkan informasi yang disampaikan dalam <a href=\"https:\/\/tfff.earth\/wp-content\/uploads\/2025\/08\/TFFF-Concept-Note-3.0-202508-FINAL.pdf\">TFFF <i>Concept Note<\/i> 3.0<\/a> (Agustus 2025) dan perkembangan TFFF pada COP30.<\/p>\n<p>\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014<\/p>\n<p><span style=\"font-family: Roboto, sans-serif; font-size: 18px; font-style: normal; font-variant-caps:
